medically fragile children in Los Angeles

Hi,
I've been trying to open a Pediatric Day Health Care Facility (PDHC) for "medically fragile" children in Los Angeles County. It is licensed by Dept. of Health Services (DHS) and would provide valuable daycare supervision for severely handicapped children. There are currently no such PDHC's in all of LA County. The closest facility is in Bakersfield called Caring Corner. Unfortunately, DHS in Los Angeles is so backlogged with applications that they are unable to review for license any new facilities for at least a year. I am not in a financial position to pay a high lease for an extended period of time awaiting DHS's arrival. And, I cannot submit my application until I have a space for the PDHC. I am hoping there is a congregation in Los Angeles which would be willing to donate and/or lease at a reduced rate approximately 3,000-5,000 sq.ft. for a period of time until DHS can come to inspect my application and space.
